ORO VALLEY HAS NO PROPERTY TAX!!! That’s not news to some of you. But many new residents to the area don’t know that. You get a property tax bill in the mail for $3000/$4000+/- and you look it over. It seems reasonable and you pay it. It’s easy to think that since your kids go to a school in Oro Valley that the school tax comes to Oro Valley. IT DOESN’T. You see fire and ambulance vehicles rushing to an emergency and you think that’s part of Oro Valley. IT ISN’T. You visit the library and check out a book or two, and feel good because Oro Valley has such a great library. We do, but it isn’t an ORO VALLEY LIBRARY. Every line item on your property tax bill goes to an entity other than Oro Valley. Let’s say that another way. NONE of your property tax money comes to Oro Valley.

Oro Valley has four (4) primary sources of income that feed into the General Fund. They are sales taxes (which includes construction sales tax) State Shared Revenue, Bed Tax and Utility Tax. The sum total of all of those is about $625 per year per household. There are other income sources such as the Water Utility, Impact fees, and permit fees but many of them must be utilized for only the source from which they originated. As an example, the income from the Water Utility can only be used to offset water utility costs.

Now let’s look at some recent history of Oro Valley. In 2018 when the Winfield administration took the reins, the Town was close to forging an agreement with the State Land Trust Department which would have resulted in Oro Valley annexing 880 acres of vacant land on our western border. Winfield’s group however had stated as one of their campaign pledges to put a moratorium on growth. Here is a quote from Joyce Jones-Ivey’s 2018 campaign flyer. She will advocate for a moratorium on development and call for impact studies on current and future growth.” It has been reported that Mayor Winfield advised the State Land Trust folks that Oro Valley was not interested in that annexation. No land growth!

In November 2020 a significant residential development on 1st Avenue, was approved unanimously by the Planning and Zoning Commission 6-0. This body is made up of local citizens appointed by the Town Council. The following January the Town Council denied the proposal, even though it had received support from nearly every local business, the Oro Valley Chamber of Commerce and Oro Valley Hospital. Since that time the Town Council has not approved a single significant residential development. No residential growth!

On Wednesday, February 16, 2022, the Oro Valley Town Council members reviewed a $350,000,000 proposal to revitalize the Oro Valley Marketplace. This proposal was a well thought out, dynamic and comprehensive plan. There was little impact on the community. The Planning and Zoning staff (Town employees) had recommend approval. The Planning and Zoning Commission (Town residents) had voted 6-1 to approve it. Council members Winfield/Barrett/Nicholson and Bohen vigorously voiced disapproval which forced postponement of approval. That sends a message of No Commercial Growth!

Let’s recap. No land growth. No residential growth. No commercial growth. To some (the NIMBY (Not In My Back Yard) and the CAVE (Citizens Against Virtually Everything) people, this is music to their ears. To the rest of us (the vast majority) it’s the most direct path to an ORO VALLEY PERSONAL PROPERTY TAX
